- Ικανότητα ενός δυνητικά εκτεθειμένου σε κινδύνους συστήματος, κοινότητας ή κοινωνίας να αντιμετωπίζει το εξωτερικό άγχος και τις διαταραχές που οφείλονται σε κοινωνικές, πολιτικές ή περιβαλλοντικές αλλαγές, προβάλλοντας αντίσταση ή μαθαίνοντας από παλαιότερες καταστροφές, ώστε να εξασφαλιστεί καλύτερη μελλοντική προστασία και μείωση των κινδύνων, προκειμένου να επιτευχθεί και να διατηρηθεί ένα αποδεκτό επίπεδο λειτουργίας και δομής.
