  • Teatavates seadusandluse valdkondades on nõutav, et Euroopa Parlament annaks Euroopa Liidu toimimise lepingu artikli 289 lõike 2 kohase seadusandliku erimenetlusena oma nõusoleku. Nõusolekumenetlus annab parlamendile vetoõiguse. Parlamendi roll seisneb seega õigusakti ettepaneku heakskiitmises või tagasilükkamises ilma täiendavaid muudatusettepanekuid esitamata ning nõukogu ei saa parlamendi arvamusest mööda minna. Nõusolek on nõutav ka mitteseadusandliku menetluse puhul, kui nõukogu sõlmib teatavaid rahvusvahelisi lepinguid.
