Definition

  • Euroopan parlamenttia pyydetään joillakin lainsäädäntöaloilla antamaan hyväksyntänsä erityisessä lainsäätämisjärjestyksessä Euroopan unionin toiminnasta tehdyn sopimuksen 289 artiklan 2 kohdan nojalla. Hyväksyntämenettely antaa parlamentille veto-oikeuden. Parlamentti voi siten hyväksyä tai hylätä lainsäädäntöehdotuksen ilman tarkistuksia, eikä neuvosto voi jättää huomiotta parlamentin lausuntoa. Hyväksyntä vaaditaan myös, kun neuvosto hyväksyy tiettyjä kansainvälisiä sopimuksia. Tällöin kyseessä ei ole lainsäädäntömenettely.
