Definition

  • W niektórych dziedzinach ustawodawczych wymagana jest zgoda Parlamentu Europejskiego, jako specjalna procedura ustawodawcza przewidziana w art. 289 ust. 2 Traktatu o funkcjonowaniu Unii Europejskiej (TFUE). Procedura zgody daje Parlamentowi prawo weta. Rola Parlamentu polega zatem na przyjęciu lub odrzuceniu wniosku ustawodawczego bez dalszych poprawek, a Rada nie może postąpić niezgodnie z opinią Parlamentu. Zgoda jest też wymagana – w ramach procedury pozaustawodawczej – gdy Rada przyjmuje niektóre umowy międzynarodowe.
