Siekiant užtikrinti Tarybos darbo tęstinumą, po šešis mėnesius viena po kitos pirmininkaujančios valstybės narės glaudžiai bendradarbiauja grupėmis po tris šalis. Šios trijų pirmininkaujančių valstybių narių grupės parengia bendrą 18 mėnesių laikotarpio Tarybos darbo programą.
