  • Přenesení záležitosti, která je v institucionálním rámci Unie řešena na mezivládní úrovni (druhý a třetí pilíř), do prvního pilíře, kde je řešena metodou Společenství. Princip komunitizace je založen na myšlence, že všeobecný zájem občanů Unie je nejlépe hájen, když instituce Společenství hrají svoji plnou roli při rozhodovacím procesu, s povinným ohledem na princip subsidiarity.
