Definition

  • In bestimmten Rechtsbereichen wird das Europäische Parlament im Rahmen eines besonderen Rechtsetzungsverfahrens gemäß Artikel 289 Absatz 2 des Vertrags über die Arbeitsweise der Europäischen Union (AEUV) ersucht, seine Zustimmung zu erteilen. Mit dem Verfahren der Zustimmung besitzt das Parlament ein Vetorecht. Das Parlament hat also die Aufgabe, den Legislativvorschlag ohne weitere Abänderungen zu billigen oder abzulehnen, und der Rat kann sich über die Stellungnahme des Parlaments nicht hinwegsetzen.Das Verfahren der Zustimmung muss als nichtlegislatives Verfahren auch bei der Ratifizierung bestimmter internationaler Abkommen durch den Rat angewandt werden.
