  • Der Vorsitz im Rat wird im Turnus von den 28 Mitgliedstaaten der Union für eine Amtszeit von jeweils sechs Monaten wahrgenommen. Um den Arbeiten des Rates mehr Kontinuität zu verleihen, arbeiten jeweils drei aufeinanderfolgende halbjährliche Vorsitze eng zusammen. Die „Dreiervorsitze“ arbeiten jeweils ein gemeinsames Tätigkeitsprogramm des Rates für einen Achtzehnmonatszeitraum aus.
