  • Il Consiglio viene presieduto a turno da ciascuno dei 28 Stati membri dell’Unione per un periodo di sei mesi. Per promuovere la continuità dei lavori del Consiglio, le presidenze semestrali successive collaborano strettamente a gruppi di tre. Il «trio» di presidenze elabora un programma comune di attività del Consiglio per un periodo di 18 mesi.
